Opportunity Scholarships Tax Credit Program

The Opportunity Scholarship Tax Credit Program (OSTC) is a Pennsylvania program administered through the Department of Community and Economic Development (DCED). It provides scholarship opportunities for eligible students who reside within the attendance boundaries of a low-achieving public school, based on state assessment results. These scholarships may be used to attend another participating public or nonpublic school.
